The American Way: Since it’s highly unlikely that anything bad will happen, we’ll delay spending money upgrading the necessary infrastructure. However, since we do know it will happen eventually, let’s just make sure the neighborhoods that will be effected are predominantly black.


The Japanese Way: Even though it’s highly unlikely we’ll experience a complete and catastrophic disaster, we will prepare as if it will happen, that way our population will be prepared and safe. Spending money on 10 meter tsunami walls and earthquake retrofitting may be costly, but our workforce is our greatest commodity, and we need to protect it. There is no such thing as one neighborhood being more important than another in our economy.
